With the development of data service on the telecom packet network, there is no doubt that the Next Generation Network(NGN), which can provide voice, data and multimedia service is the tendency of evolution. While adopting the layered structure and the thought that control is independent of bearer, providing uniform and open service interface, NGN can produce rich and colorful services rapidly.The schedule of the 3rd Generation Mobile communication (3G) in China is not only the hotspot of telecom field, but also one of the most popular topics in people's daily life. There are three mainstream standards on the 3G's radio interface, and some international organizations like the 3rd Generation Partnership Project(3GPP) and the 3rd Generation Partnership Project2(3GPP2) are engaged in the standardization jobs and offer implementary standards and research reports worldwide. The appearance of 3G makes a convenience for people to use multimedia services anytime and anywhere.The media server is a term of NGN, which is called Media Resource Function (MRP) by 3GPP. As one of the key devices on the NGN and the 3G Network, media server provides various media resources and multimedia operation environments for multimedia services.No matter the NGN or the 3G, they both need the next generation killer applications, so the multimedia services are no doubt the focus of people's attention.
