Color Ring Back Tone (CRBT for short) Service is an operation to enable the calling subscriber to hear music tone, instead of the old-fashioned ring-back tone, while waiting for the called subscriber to answer the call. This service has an important feature that enables users to manage their own service data, order ring, and modify the rules of the service.Since the CRBT was introduced into the domestic market in 2003 by China Mobile Communications Corporation, this service had a more than moderate increase rate, and the market penetration is believed to be 20%, a great breakthrough. In order to accelerate the development of CRBT, the operator hopes to extend the market by cooperating with other manufactories. Due to the independence and close construction of the CRBT management system, it can not satisfy the development of CRBT now. So it's so necessary to set up an open CRBT management system. The Web Service based on XML is a revolutionary distributed calculate technology. It avoid the difference among the develop language, platform, communicative agreement and format of exchanging the data etc, so make the opening and co-operation to be possible. And I bring forward a feasible project about the open CRBT network service management system combining the Web service technology in the paper.At first, this paper briefly introduces some background knowledge of Intelligent Network and Mobile Intelligent Network. Then, I introduce some background knowledge of CRBT Service, especially the management system of CRBT and some necessarily modifications of it in order to satisfy the request of new development.Then, it interprets some related knowledge of Web Services, including its architecture, WSDL (Web Services Description Language) and SOAP (Simple Object Access Protocol), and also analyzes how the Web Services can make the opening and inter-operation true.
