With the change of market and development of technology, the mobile value-added services have evolved into indispensable elements in daily life and working time of people. The function of mobile communication is no longer restricted to speech communication, and the demand on many value-added services, such as polyphonic ring, has been booming, which brings vitality to traditional communication business. While the mobile service providers enjoy the lucrative profit of polyphonic ring service, the fast renovation of this business also baffles the providers, since the traditional communication network can no longer keep pace with the fast change of business and the demand of clients on flexible information acquirement. Generally, construction of full-service network which can bear speech, data, and multi-media services has been imperative.In this paper, with review of development process of telecommunication networks, existing soft switching network model is analyzed, and an innovative guideline is proposed.Based on analysis on current situation of soft switching network of Jiangsu UNICOM, existing problems is indicated. Under the instruction of network planning principles, revamping requirement on soft switching network and polyphonic ring platform based on this network is proposed, by which the capacity, quality, reliability, and resource utilization rate of the switching network can be improved vastly to meet the requirement for business development, and various3G and polyphonic ring services can be provided to clients.
