With the improvement of medical treatment level, society requires better service quality provided by hospitals, which lies on avoiding unnecessary re-examinations or obtaining more convenient medical service. Nowadays, many domestic hospitals have constructed Picture Archiving Communication System (PACS). But with the time, they have to face the problems of dramatically increasing digital medical image data, which is hard to store and arrange. For the purpose of sharing the medical image information resources, which are stored in different hospitals, the issue of constructing a public medical platform based on Internet Data Center (IDC) is put on the table. The share platform, which is called MISP (Medical Image Share Platform), focuses on storing and sharing the medical images and implementing Telemedicine. MISP is constructed under the collectivity structure of Shanghai Public Development Service Platform and it is of significance for the data mining of medical image information and the improving of the level of the medical treatment.An authoritative third party data management institute, whose responsibility is centralizing and unifying the medical image data, implements the MISP platform. Our research works are as follows:1. Following deeply studying the storage scheme of PACS and related storage technologies, a new architecture scheme is designed for the MISP platform, which mixes the feature of central storage scheme and distributed storage scheme. The changes of the medical treatment model brought by the new architecture and studied the implement technologies of the chosen storage solution and the disaster tolerance solution was deeply studied.2. The key implement technologies of the MISP platform was deeply studied and designed. Designed an image archiving and display module by deeply analyzing the data structure of DICOM standard. As the importance of the security of transmission of electronic document and identity verification, we designed an information security module. Then we design and implemented the middleware, which is designed for the share of information on Internet.3.
