A nicer rural public health is very important to stabilization and development of the society.Based on the problem mentioned above, the paper hopes that a network for transmitting effectively public health datum will be built, and a Rural Public Health Management Information System Based on GIS for managing datum will also be built. The system's aim is that the information is expedite in county's , towns'and villages'public health institutions, that is to say, villages'public health institutions can easily transmit information to database, and the departments in charge of public health datum can incept, evaluate and analyse the information transmited, so as to improve working mode, and enhance efficiency.On the overall framework, the system divides users into rural users, maintenance for system and advanced users by users'function. The rural users can be divided into public health personnel and common people. The public health personnel take charge of collecting and transmitting information to database, while common people can incept information and learn from knowledge by browsing the public health website.
