With the quick development of technologies of communication, computer and micro-electronics, there are rising many services based on mobile-Internet. Rapid development of wireless transfers technology and the appearance of intelligent hand-set mobile with faster computational ability make the applications which just could run in PC at past enter mobile field possible. This paper brings forward a remote video monitor system(RVMS)based on the intelligent hand-set mobile's faster computing ability and wireless transfers technique GPRS.This system is a typical C/S framework using J2ME technique develop client. As one of the three major platforms of Java, J2ME is targeted to electronic products. It provides Java develop tools and running environment and API for embedded systems. It has become the most popular platform of developing hand-set mobile's applications for its characteristics.In this paper, the author studies the interrelated theories , develops the system points in the developing of hand-set mobile's applications based on J2ME platform.
