With the expeditious development of industry and rapid bulge of electrical network scale, it becomes a difficult problem needing solved immediately that the electrical corporation acquire and measure the data of meter of the electrical network conveniently, reliably, in time. Remote meter reading system aggregates master station, remote meter terminal, and electrical energy meter, realize all-round a automatic system which acquire, analyses electrical energy of sending, conveying, assigning network automatically, then calculate the expense. In this thesis, aiming for design limitation of current remote meter reading system, we expounded a design project on basis of remote meter reading system incorporating J2ME developing fast now GPRS network covering extensively.The thesis according to system design principle, it is carried out designing meter reading system project from master station system and establishing meter reading terminal, communication choice and meter reading terminal etc. In terms of the design project of remote meter reading system, discussed design and realizing of hardware and software design of meter reading terminal emphatically, combining application character of J2ME. On hardware design, we adopted chip TC45, the GPRS communication module which assembling JVM, ROM and ROM, as the control chip of mainframe. By analysis the chip structure and system design request, we accomplished design of external source, startup reset, SIM card, Pulse, Serial Port and signal bulb circuit of terminal.Terminal software developing was the research importance in this thesis. By analysis application framework, covering scale and character of J2ME language deeply, combining "Multi-function electrical energymeter communication rule (DL/T645-1997) " and " electrical power burden manage system data transmission rule-2004", the thesis divided the meter reading terminal software into following modules: GPRS communication, short message process, 485 meter reading, pulse counting and so on, thereby assured the efficiency of terminal software developing and running.Furthermore, in order to assure the system run steadily and for ages, we did our utmost to improve system reliability both from hardware and software when designed this system. The aspects of type of chip, anti-disturbance design etc should be considered when Choose hardware to assure the reliability, then via module programming, anomaly process, execution efficiency and safety analysis the four aspects undertake the software reliability.The testing outcome and peculiarities of remote meter-reading systems based on J2ME is greatly perfection. All of this is evidence that it's advisable to use J2ME in power system. The research about application of J2ME has profound theoretic and practical significance.
