The research purpose of this paper is to construct a new material purchase platform using Electronic Commerce technology, which aims at reforming traditional material purchase mode, cutting down material purchase cost, transitting to a independently modern logistics enterprise, applying some advanced logistics mode such as 3PL and supply chain management using the advantage of modern EC and Internet transaction.In this paper, the business character ,organization, purchasing mode, data flows and experiences of information technology used of the Material Department of coal mining were analyzed in detail. After that, the logical requirements of EC system of coal mining are described using structured method and a logical module of Web based was constructed for the Material Supporting Department of coal mining. Then system is designed and an open system scheme was given .At last the system network structure and the module of software system are designed , function of every module described in detail. Material purchase EC system based on WEB is implemented using Java.This system now is used on the supply department of Yanzhou coal mining. The persons who are in charge of purchase can perform related business more efficiently through dealing with purchase business in the special business flow. Through information flow management, automatic transaction can made and reduce the unaccuracy made by human operation, so the data will be more accurate and complete. Through integrated with other enterprise system ,information process will be accurate and in time and sharable. Thus it can make the group more competed as a whole through normalize purchase procedure.
