With the transformation of higher education from the Elite Mode to the Public Mode in China, various undertakings of Colleges and Universities have entered a rapid developing period, all of which calls for a much higher requirement to the management of Colleges and Universities from all aspects. College Cadres is traditionally regarded as the decision-making level in the development of Colleges and Universities, and the qualities of them directly decide whether these colleges and universities can get a good development or not, so it has been a key task for the Organization Department to do the relative management well enough..Besides, it’s also an inevitable requirement to construct the personnel in the modern Colleges and Universities.The thesis makes the complicated work of the Organization Department in Southwest Jiao Tong University-Emei as a reference, so as to deal with various kinds of problems, including:the heavy task, low efficiency and too many personal factors. And also it aims at analyzing the demand of managing the cadres in the Organization Department, their working procedure, and the achievement of the digital campus construction, finally to design a information system to realize the management to the cadres based on the task flow. What’s more, it wants to make the cadres’management institutionalized, scientific, standardized, and digitalized, in order to make a foundation for District Party Committee with the slogans "selecting personnel well, using them well and managing them well"Based on the above purposes, the thesis analyzes the function of the managing system, the data requirement and the relationship between the Personnel Management Information System and the Organization Department cadre’s management information system of the main campus. It also establishes a kind of system model to clearfy the interaction information of the system and the other systems and satisfies the requirements of the managing work.The thesis accurately describes the functional requirements to the Organization Department cadre’s management system with the help of the system functional mode and tells a lot about the data sources, storage, and integrated way. Then UML is used to show the system range, the business model and the function model by the use of the context diagram, the activity diagram, and the using-case model. And it founds the data concept model and the logical model as well. Finally, in order to realize the requirements of environment for the software and the hardware and finish the design of the system architecture, the thesis hopes to make the Organization Department cadre’s management system come true on the basis of the thought of People Oriented, if taking many other points into consideration.It also studies the achievements of the current cadres’ performance management and the team building. After consulting some staffs and the leaders of the Organization Department and some staffs in campus, it lists the factors influencing their development and the weight ratio and at last design and finish the cadres’ selection and decision-supporting mathematical model.
