Background: The foreign language journals has long been the first choice of reference tools for the experts and professors, as well as masters, to doctorate from others research, to enlarge their vision, to solve their difficulties encountered in research. They are also the essential documentation for the teaching and research staff to update knowledge, carry out scientific research, and an important channel for the medical science and technology experts to learn the latest achievements of medical science and developments in related disciplines, to grasp the development trends, research progresses and results of the fields. Their rational allocations have a direct and indirect impact on the construction of colleges and universities. As the university Libraries' funds are limited currently, how to strengthen the foreign-language journals' information resources construction, open up features collection and characteristically literature services, is the urgent need of university library.Objectives: This article learns and masters the overall situation and subjects distribution of the medical library foreign language information resources in China, and the study focused on subjects distribution of foreign language information resources, configuration of disciplines of central region colleges medicine library, to draw university of the central region medical library foreign journals resources' advantages and weaknesses with comparative study, and then advance the corresponding countermeasures and suggestions. Then provide a frame of reference for library use of limited funds to locate rational foreign language journals resources, meet the needs of foreign language information resources of medical colleges and universities academic establishment.Methods: Systematic research, comparative studies, comprehensive analysis and logic research methods are used in this research. We collect and use the data from 2004-2008 booking union catalog of foreign periodicals published of National Library Medicine College, use the journal evaluation tools -JCR database of the ISI, analyze the quality of each journal with comparison analysis and comprehensive analysis, with charts and texts to achieve the purpose of the study subjects.Results: (1) In 2008, the central region college medicine library have foreign journals 1,772 copies, the largest collection is 374, the least one is only 10, a difference of 37.4 times reached; (2) The three provinces of Hunan, Hubei, Henan Center are centers in the region distribution, the three provinces accounted for 77.6% of the total introduction of the central region in 2008; (3) As quality analysis, the most one includes more than 91.23% SCI journals, the least one includes only 75.86%, a difference of 1.2 times; (4) The repetition rate of varieties and quantity is 1:2.08, the repetition rate of classification is 1:2.194; the greatest difference in the comprehensive quality evaluation scores is 3.62.Conclusions: (1) The numbers included are unbalanced. The numbers of foreign language journals included by the college medical libraries in central region are unbalanced, mainly in Hunan, Hubei and Henan three provinces, mainly in Central South University, Wuhan University, Huazhong University of Science and Technology, Zhengzhou University, four colleges and universities. (2) The qualities of journals included are unbalanced. The SCI journals' proportions in foreign language journals included by the college medical libraries in central region are different obviously. As the analysis of the indexes, such as average impact factor, average cited frequency, immediate impact factor and overall quality evaluation etc, the college with the highest score are 2 times more than least one. (3) Lack cooperation in share. Cooperation between the colleges and universities in central region is not enough, the operation of co-building and shared not formed, the group procurements are inadequate. (4) The repetition of constructions is serious. The repetition of qualities, catalogues, subjects of the foreign language journals included by the college medical libraries are serious.
