Entering the 21st century, china has many problems in the field of water resource such as the shortage of water resource, the disequilibrium in space and time distribution, and the shortage of the quality water. According to the latest statistics, in the range of 741 inspection section of 7 large rivers group, only 29.1% of water meet the standard of the third kind, 30.9% of water can be considered to be the fourth or fifth class water, 40.9% of water belongs to the fifth class. Nearly half of the city water resource does not meet the quality of national standard. To strengthen the monitoring of water quality variation and the contaminant amount of water quality in key drainage area, the department of environmental protection has installed many equipments in the Yangtze River , Huai river, the Songhua river and tai lake etc. According to relevant document record, because of some units' illegal activity, these detection equipments of water quality are hardly to play the aimed role.
