These years the Internet technology is developing faster and faster. The requirement of resource on Internet is growing with the development, so the IP network becomes larger and larger. With these changes, the management of IP network becomes more and more complex. The incessant increasing of network applications make people wants higher quality of service, so the optimization and improvement of network get more and more important. Network measurement offers a method to observe the interval of the network. It is used to find the bottleneck of the network, optimize the network configure and find the latent danger in the network. These are very useful to improve the management of network capability and offer better quality of service and control. The measurement can also make the QoS comparison, quantity and validation to be possible.This paper is about the network tomography, and introduces models and arithmetic of loss radio and delay. One of the main tasks of the paper is designing the system of network measurement. We made a detailed requirement analysis, module analysis, database analysis and at last we implemented it. This system can send and catch the IP packets on network automatically and parse them to get the useful information which is the base data of measurement. With these base data we can calculate the loss radio and delay of the network. The results of the calculation will be put into database, which will be show in graphic user interface by figure when needed. At the same time, we analysis the network by the result of the measurement using network analysis theorem, which is an innovation of this paper, because before this paper, nobody analysis the IP network by the social network analysis theory.
