As the expansion of the threat and areas affected by emergency events, emergency management urgently needs the sharing of information resources. As emergency systems are different from each other in data format, protocols and platform, the data exchange among them becomes difficult. Information sharing among the emergency systems becomes a key issue facing the emergency area. Finally with the purpose of improving the efficiency of emergency response, the paper presented a solution for information sharing based on key technology research projects supported by Science and Technology Committee of Tianjin.The paper proposed an emergency data exchange platform, which was based on SOA and used the ESB's ideas on data conversion and data transmission. The platform was divided into four layers: ESB core services, ESB exchange center, ESB important components and message processing. ESB core services abstracted common modules related to data conversion and provided different services independent of application. As the core of the platform, ESB exchange center mainly achieved reliable information transmission through routing policies and completed data format conversion, storage, check and exchange. ESB important components supported dynamic message routing and conversion based on the content of message. Message processing shielded the distinction among various protocols with the use of adapter and encrypted the message. According to the platform, the paper designed the structure, methods and strategies for accessing to the platform.Based on ontology theory, the paper established a data exchange standard using ontology engineering and described the attributes and their relationship of emergency data in detail. Then, the two sides achieved understandable interaction in the semantic layer.Based on the above theory, using .NET framework and the enterprise integration platform called Microsoft Biztalk Server, the paper developed the data exchange platform for iEMS and gave a specific application.
