With the fast development of science and technology, especially the development of modern information technology based on the network technology and multimedia technology, the ability to solve problem, which is an essential capacity the people have to possess, become more and more important in contemporary social life. So we should emphasize the training of the students' ability to collect and dispose information, the ability to gain new knowledge, the ability to analyze and solve problems with systemic approach, as well as the ability to communicate and cooperate.Network offers a great supportive way to cultivate the learner's problem-solving ability. How to cultivate it effectively in web-based education? Aiming at these defects existed in the process of the design and development of current online course, this thesis put forward the assumption of constructing a PBL instructional system based on learning object by analyzing the characteristics and advantages of Problem-based Learning and learning object. Problem-based Learning, or PBL for short, stresses Problem-centered approach, learners are required to acquire critical knowledge, be proficient in problem solving, self-directed learning, and team participation during the whole problem-solving process. The concept of learning object is mainly applied to construct high quality of learning object repository. That means to construct a large number of digital instructional components with different size that can be reused in various contexts.To- begin with, this thesis depicts instructional design theories related to learning object. Secondly, the author analyzes the instructional design of PBL in web-based environment, including the design of learning environment and learning activities, and classified reusable learning object into four types: knowledge object, question object, activity object and case object. Based on these researches, the system framework and function models will be presented with a detailed description, especially the key technology XML and its application in construction of learning object's data model, containing learning object metadata and content package.
