The Educational Reform carrying on in our country pays more attention to the Quality Education, which is aiming point to form rational knowledge structure and ability structure. Training ability is the importance of Quality Education. The birth of CAI technology promoted the training of quality and ability to a new level. With the development of CAI tech, now some researchers introduced Network Technology and AI Technology into the design of CAI, which formed ICAI. ICAI is Intelligent Computer Assistant Instructional .This system includes four main module, they are: "Student Model", "Domain Knowledge Base", "Teacher Model" and "Diagnostics Module". These entire modules are connected by many interactive interface and come into being an intelligent teaching system, which has the function of teaching according to student's ability. ICAI system can promote the flexibility and Individual degree .ICAI is a new development direction of CAI.At present the researchers on ICAI are almost in computer science domain, but there appearance some questions form the result of their researches .these questions are:① they haven't deep researched education theory and learning procession and essential;②they seldom analysis students character ,so that the "student model" what they constroct isn't very accuracy and can not realize the aim of teaching according to student's ability.In one hand, this article will reference the result of advanced computer science ,on the other hand this article will deep research some education theory on ICAI such as :the theoretical foundation of ICAI;the education mode;the student model;the teaching strategy and so on ,all of them have close relationship with education and learning procession. As this way, people will pay attention on ICAI education theory.This article is consist of three parts .In the first part, it detail discussed the limitation and developing trend of CAI;it explained the conception of ICAI and the advantage of ICAI;it also introduced the research state and research hot topic on ICAI;in addition to it analysis the reasons of limiting ICAI's development;it included the theory foundational and relational theory of ICAI in the first part. The second part is the detail designation, it designed the global structure of the "Double-active" ICAI system and introduced the function and work flow of every module;It designed a cognitivestudent model;it designed the domain knowledge debase;it also designed the teacher model and inference engine in the second part. In the third part of this article, it will realize an analog ICAI system about a concretion course, in order to show the design thought of this ICAI system.This article try to design a "Double-active" ICAI system according to the "Double-active" teaching model. In the procession of student model, it constructs a cognitive student model that includes all kinds of cognitive factors .all these are the difference between this systems with others.The key technology used in the procession of design included the knowledge database management technology, domain knowledge representation and navigation technology .In the procession of system realize ,it use Visual Basic 6.0+SP5 as the platform, because it produces the ADO technology that can easy connect all knowledge database .It used Access2000 to design the system knowledge database. It used AI language LISP to design the inference engine of this system.
