The comprehensive evaluation, as an important decision-making means, has been applied into many fields, such as society, science, economy, management and so forth. Since 1950s, achievements have been reached on the research of both theories and practical application about scientific and technical projects through out the international society. Project evaluation has been developed into a comprehensive science. But it is difficult to establish a set of systematical and scientific methodology of evaluation due to the nature of these projects themselves.This thesis proposes a fuzzy comprehensive post-evaluative approach with the combinatorial weighting nature based on the analysis of traditional evaluative methods. It combines the adventages of subjectivity and objectivity, connects fuzzy technology with evaluation approaches. It mainly discusses quantization of indicators, evaluation to quantitative indicators, dynamic allocation of weights, integration of the objective and subjective evaluation information, and makes some significative result. The main work of this thesis is as follows.With respect to the quantization of indicators, this paper proposes a comparatively admeasure formula, considering the fuzziness in description when the indicators are quantized. The formula quantizes the requirements proportionally according to the completed quantities, and then determines the final quantification value of indicators by interactive action.With regard to the evaluation of quantitative indicators, this paper proposes a contradistinctive marking formula. It can be embodied by this formula such as supernormal, normal or imperfect performance, and thegainings can be expressed too.The method has been applied to the Information Management and Evaluation System of "863" Scientific and Technical Projects. The validity of this method has been proved by the results of evaluation.Some work has been made in this paper on post-evaluation of scientific and technical projects. But there is a long way to go for an even more industrious and persistent experiments and exploration on both the theoretical research and practical application. The present study in this thesis is a merely a tentative exploration. Further researches relevant to this subject still need accomplishing.
