Phase shifter is a commonly-used component in microwave system. Its function is to make the passed electromagnetic wave phase shift, so it's very useful on the phase control and power synthesis area. The most used phase shifters include semiconductor phase shifter and ferrite phase shifter, although they have developed maturely, their own characteristic limited make them can't be applicable in HPM domain. Based on this background, this paper introduces and studies a new phase shifter suitable for HPM domain—Coaxial-inserting-fin phase shifter.The paper mainly has the following contents. First, the research background of coaxial-inserting-fin phase shifter and the comparison with other traditional phase shifters are introduced, which shows its application advantage in high power microwave domain. Second, based on the fundamental working principle of coaxial -inserting-fin phase shifter, numerical simulation and optimization design are presented. Third, the research of its structure technology and phase control method, including the design of hardware control circuit, the software design of above PC and MCU and the realization of communication protocol are emphasized. At last, a coaxial-inserting-fin phase shifter model with a central frequency of 4.1GHz is fabricated on the basis of aboving reseach, experiment is done with the vector network analyzer, and the remaining problems are analysed.Theoretical analysis and experimental measurement show the following result: first, the coxial-inserting-fin phase shifter is a linear phase shifter, its input and output ports have the same axis and it has a high power capacity, which reveal a great foreground in the HPM domain. Second, the using of step motor to drive the inserting-fin can realize the phase shift.
