Water resource configuration and real-time transferring are the most complex system. With the development of era, it is going through a transition from "Need Decide Supply" to "Supply Decide Need" and "Communication&Cooperation".CAS theory and Multi-Agent technical are the best way for researching the complex system. This article uses these theories to do a preliminary research on communication & cooperation of supply fields of the East Route of South- North Water Transferring System (ERSNWTS).Firstly this article analyses actual supply system of ERSNWTS and uses CAS theory and Multi-Agent techniches to analyse this system features. Secondly it makes agent abstractractions based on these features. At last, it gives a Multi-Agent model of ERSNWTS.This article uses the contracting net protocol to research its multi-agent cooperation of supply fields, and introduces "Trust Matrix" and Rebid State in order to fit the actual supply coopration issues of ENSNWTS.This artice uses Swarm to simulate it. Through the analysis of some indexes of water price, supply condition and water needs, it proves that this model is valid and suitable to the trend of water supply management.
