Recent years, according to the development of network technology and distributed computing, the grid computing, which can satisfy dynamic, isomerism and full sharing requirements, becomes a hot research point. Different from the traditional internet, the grid realized that users can access many servers to use more abundant resource including computers, data and equipment etc. Also, the gird makes it possible to visit the network in more various ways.In our country, the research on grid is on the incipient stage. The actual application of grid is still in early time, because there is not agreed standard for related grid technology and still many problems not solved in lots of fields. So it is very profound to research the mechanism of grid and work out pointed implement strategies and application cases.This paper firstly described some concepts, characteristic and architecture of grid technology. Then two grid mid wares, Globus and Vega GOS, were introduced, especially its framework, composition and implement principle. Based on such theories, the grid technology was deeply researched in both theory and practice ways. Not only the mid wares were installed, the grid experiment environment was built, but also the resource discovery mechanism and task scheduling strategy of Vega GOS were analyzed and improved. We presented a new job scheduling algorithm and designed a job scheduling model which described the whole processing of a job being executed. In the end, this paper designed the main framework of a meteorology information service grid under our school's actual condition and the implement method was given.There are two difficulties solved in the paper, one is the install of two grid mid ware in different OS and the grid services' submitting, this is the basic content of the grid experiment environment's building, the other is the designing of meteorology information service grid according to our school's network resource and the preparing work for this grid system's basic establishment.It is an innovation to improve the SDRT algorithm of Vega GOS and establish a new job scheduling strategy, besides the brief model of this strategy was given. It has actual values for the designation and development of the next grid mid ware.
