With the rapid development of modern communication network and the mature of the 3G technology, the management of the 3G mobile networks becomes an urgent problem. The management of the 3G mobile networks focuses on the management of the network environment and the network equipments. All kinds of network equipments (e.g. NodeB, RNC, MGW) play the role of processor, assuming the key tasks of basic functions of the communication network. Network equipments (NE) , which are also called network elements, are the basic elements to be management.As NE (Network Element) devices become more and more intelligent, the software resources of NEs, such as programs, data files and license files, turn out to be more and more important. However, the traditional NE management system lays emphasis on the management of the configuration, performance and failure on the hardware layer, with little concern on the management of those software resources. To solve the problem, this thesis proposes a CORBA-base design model for NE software management and implements the functions of the management. The documentation of NE files, the remote upgrade of software version and some key techniques are also discussed in the thesis.
