Computer and computer network techniques are the most rapidly developing science and technology nowadays, and with mass information and knowledge's production and accumulation, information ear is coming. It has become a common understanding to realize informational management of scientific research utilizing computer network technique to make effective use of information and knowledge to improve managing efficiency and decision level. As a special institute of scientific research, faced with strenuous missions and bulk scientific achievements, it's an inevitable trend to implement the effective management of scientific research projects by scientific research managing information system.The management of scientific research is one of research institute's internal management core, including organization settings, personnel record, project declaration, outlay management, coordination management, assembly process and raw material management, experiment management, report forms management, fund management, achievements management, patent management, scientific and technical statistics, scientific research estimation, etc. Now scientific research managing software in market includes above-mentioned functions and is designed very normally. However, special research institute's scientific research management has many peculiarities of its own. At first, the scientific research project's set ups in the special research institute is different from in common institutes. Apart from the set ups of general fundamental and application research projects in plan, somerequired to complete the whole course from fundamental research to application in unusual period, some to be set up in the mid time under the strict plan and standardization after the previous plan is fulfilled, and some special satisfying demands. Secondly, the demands of projects from different place are different, which are managed in different manners. However, institute often reforms according to different requirements, so the scientific research managing changes frequently. Lastly, there are large numbers of scientific research projects, all documents from scientific research projects need to be kepts as full-text in the archives, heavy word processing work should be resolved. In view of above-mentioned problems, especially of the managing flow changing frequently, to design and develop a scientific research management information system by ourselves is the most urgent need, so as to slove the problems of information management.This article concentrates on the problem that institute's operational control flow changes frequently, and tries to propose effective technical method to solve this problem by the analysis and design of scientific research managing information system. It analyzes scientific research management's service flow, system's basic functions, and especially application system's peculiarity problem, and uses Object Oriented method to design system. This article analyzes, probes and partly demonstrates the problems such as security, heavy word processing, mass non-structured data processing, database table structure's design caused by Object Oriented method, etc, proposes concrete technical methods, design the system according to scheme and illustrates the realizing codes to solve some problems. It uses UML to design Object Oriented Model's (OOM) Use Case Diagram, Class Diagram and Sequence Diagram, applies Concept Data Model (CDM) and Physical Data Model (PDM) to design database. During the design, this articles introduces UML's concept and developing tools, particularly mapping and mapping rules from application object model to database model. For scientific research managing personnel staffs, system uses C/S structure. For scientific research personnel staffs, specialist and leading cadre, it uses B/S structure. It describes system's running environment. This article preliminarily explores and discusses some technicalproblems which need to be solved in the future.
