With the development of science and technology, the activities and ability of scientific research have become the main evaluation guide line in universities, which makes scientific research management increasingly important. At present, there is not a perfect and constant system for scientific research management and its management largely depends on traditional manual work, which creats not only a great deal of workload but also the lack of communication between the managers and the researchers. Meanwhile, the traditional way of management cannot provide comprehensive and accurate data for the upper and reliable reference for policy-makers.The thesis presents a comprehensive set of scientific research management system to solve the problems existing in our university's scientific research management. First of all, the author describes the concept of management information system, the methods of system development, system architecture and development platform. Secondly, the author comes up with the solutions by using the methods of developing software with object-oriented programming, designs the modules with UML and database with SQL Server 2005, and develops the system by using C# language based on .NET framework platform. The system applies B/S architecture and it fulfills the following management functions: routine office work, management of project, scientific and technical harvest registration, management of personnel, academic research activities and report, project review as well.The system mentioned in this thesis has some characteristics of convenient maintenance, easy operation and high security. All this traits reduce the labor intensity of the scientific research managers greatly. On the other hand, the system can make the data more transparent and higher speed in the process of communication. Thus, it provides a convenient means of management for the scientific researchers.
