With the rapid growth of Chinese economy, expressway is providing convenient and efficient transportation service for growth of Chinese economy and society. The environment and mechanism for management of expressway are totally different from common ones. Conventionally common expressway Management Information System is not suitable for requirement any more. It is a very important method to apply GIS into construction and management for pushing forward the modernization and information system of expressway.This paper specifically analyzes the content such as data processing for digital map, database's creation, web page design by summarizing the characteristic and advantage of GIS and combining the requirements for the management of expressway with characteristic of GIS. Through the research and development of MIS for expressway property management of COING (Jiang Su Communication Industry Group), the data of expressway transportation and related constructive data can be analyzed real-timely and shared by managers which can provide them with a lot of functions, such as analysis of statistic and path, special drawing, location of stake etc. Consequently the supplementary basis for the evaluation and damage analysis of the condition of expressway will be provided and the working efficiency will be dramatically improved owing to this.Building on the foundation of GIS, the system of COING (Jiang Su Communication Industry Group) uses WinNT 4.0 operation system of Microsoft as the platform and VB6.0 of Microsoft as their development environment as well as Access 97 as their database. Geographic information system software adopts the ARC/INFO software from American ESRI Company and the ODE tool provided as development method.Working as one of the main developers for COING 's system during two years of hard work, the author deeply researched on the digital map which is most important factors for the system especially the relationship between the space-data and attributive data and adopted dynamic partition technology and linear parameter technology which effectively solve the problem of relationship between storage, display, search and analysis of property for space-data of geographic feature of different objects such as expressways and bridges.The completion of this system realized modernization and information for COING and all the subordinate companies and laid the foundation for networkbetween all the companies related. Therefore, this system is always favorable to all people that involved.
