With the rapid development of expressway, the traffic accidents are also increasing. In all countries the expressway’s management and running experience shows that the bad weather is the most serious danger in the reasons of different kinds of traffic accidents. Nowadays, many kinds of methods are used to prevent the traffic accidents which are caused by the inclement weather in the world scope such as closing the expressway, installing fog automatic monitoring and vehicle guidance system on the expressway and the driver assistant systems which are based on the technology of the camera or the infrared, etc. However their shortcomings are obvious. Blockading the expressway will lead to a large number of vehicles entering the national or the provincial highway, it will bring the inconvenience of going out and the losses of economic. The installation and the usual maintenance of other ways will cost too much, and the availability is poor. Some even require a large range of construction on the expressway. Therefore, these methods cannot be applied well in the expressway.The necessary way of safe driving on the expressway in the inclement weather is the effective supervision and continuous state-of-the-art techniques. So this paper proposes a solution-the adjacent vehicle coordination monitoring system on the expressway. The system can calculate the relative position and display it. So the driver can observe the behavior of adjacent vehicles more easily and then to predict their next behavior. It can also help to reach a tacit understanding between the adjacent vehicles, and make sure that the traffic speed can be controlled in a relatively stable level. Little change of speed and consistent driving behavior can make sure that the vehicles form a queue to drive on the expressway and maintain this queue at a low speed along the way.The technology of this system is based on the energy-efficient equipment-DSP which is used to control the peripheral devices. GPS is used to locate and measure the speed of a vehicle. ZigBee will send the latitude and longitude value to each vehicle in the queue. The system will use the latitude and longitude value to calculate LCD screen. So the driver can observe each other and avoid these situations such as overspeed or emergency stop. At the same time the system collects speed value and passes it on to the host computer. The host computer will monitor expressway traffic conditions through the change of the velocity. After the test of each node’s hardware and software design the main functions have been proved through the experiments.
