Along with the development of computer network technology andthe popularization of the Internet, how to manage the networkreasonably and effectively becomes a more exigent problem today. Sothe research of Network Management becomes a very popular subjectnowadays.Network Management has been turned into five functional Areas:Fault Management., Accounting Management, ConfigurationManagement, Performance Management and Security Management.Accounting Management plays an important role in networkmanagement, it record the usage of the network resources, take areasonable charge of the network resources, maintain the normaloperation of the network and promote the development of it .At thesame time, it can be used to monitor the data flow and analyze theusage and the performance of the network. It can provide importantreference for the rest aspects of the network management. So developthe search and application about network management appears moreurgent and necessary .With the development of user's requirementsand services for network ,if there is not a high-efficient networkmanagement system to manage network ,it would be difficult to providesatisfactory service for users .Thus ,network management is not onlylimited in the management of network equipment and run status ,butalso extended in all kinds network application's control andmanagement to achieve network management face to networkservices and users. For network management, accountingmanagement is indispensable for network management.Accounting management system not only monitor specialnetwork's data stream which analyze usefulness and performance innetwork but also discover network's bottleneck and fault, as well assome abnormal and suspicious phenomenon. Consequently, it canadjust routing and network flow reasonably, it can also avoidunexpected phenomenon that should not happened .These can assurenetwork run in a high efficient, stable, reliable environment. Accountingmanagement provides capable data that network need by estimatingcost and expense that users may need. So accounting management isthe basis of achieving capable management. Meanwhile, networkaccounting management is an important method for corporations anddepartments accounting their finance. These have important realisticmeaning for the management of corporations and departments.Presently, there are mainly two parameters measured in networkaccounting management: the network flow and the network connectionperiod. The method to collect network flow data include interception onthe Ethernet, accounting on the routers, taking advantage of theserver's log files, and so on. The authentication records of TACASC orRADIUS protocol are used to determine the users' network Connectionperiod. But most accounting management system today can onlycalculate the happened network flow or connection period, scarcity thefunction of active flow based access control of the users.Based on the problems of the information storage and processingin our network accounting management system, we put forward thestorage system based on database system to implement the need ofthe system. To keep the security of database, the system use SQLServer as our background database server. At the same time, we useADO and ATL as our programming language to make the programexecute more efficiently, there is a lot of bit computations in theprocedure of analyzing data. We also studied a storage system basedon the plain file.Through the analysis of the characteristic of ISA Server 2004firewall and a lot of ways of accounting management, combined withthe construct characteristic of the ISA Server 2004 firewall, I broughtforward a method of active access control of the users based on ISAServer 2004 firewall. This method was used in the design andimplementation of ISA Server 2004 firewall based on accountingmanagement system. The system mainly employed the firewall.Socket and database technique to implement the collection of networkflow, charge counting, Flow based access control and WWW basedflow and charge query. By using this active method of networkaccounting management, we can control the usage of the networkresource to make the network management easier and more effective.
