The Design And Implementation Of A Community Management Information System Based On GIS

The author of this paper has described the development of a CommunityManagement Information System Based on GIS(CMIS),a system thatimplemented the integration of GIS and MIS,can be used to manage andprogram spatial elements and resources on electronic maps.Moreover,thestandard design process of geographical database and electronic maps,theusage of Object-Oriented analysis and design technology andObject-Oriented software engineering in GIS development,the limitation oftraditional GIS data model,the conception and the advantage ofObject-Oriented GIS data model has been discussed.Currently,GIS has been widely used in many fields such as city or cityzone management,community manangement.In this article,the author willintroduce the design and implementation of CMIS,the method to integrateGIS and MIS together.CMIS has been used by a large group,to manage manykinds of spatial resources on electronic maps,at the same time to completetheir daily operation flows. In the part of the introduction if CMIS, the mainfunction of GIS module,the house assets management subsystem,the cityconstructing management subsystem and the system manangementsubsystem will be expatiated. Also,The idea and technology of of thedeveloping process is also discussed.Through the practice of the system developing and the reading of booksand articles related,the author have researched the theory about GIS,thedeveloping technology of GIS,discussed GIS database and electronicmaps.One characteristic of GIS is it's complexity more than otherinformation systems.It is the key of GIS application to design and implementgeographical database,takes the most important position through the wholedevelopment, the design and construction of database takes about 70% of thewhole expense,thus has large impact on the quality and the updatingefficiency of the system,has a deciding impact on the succeed of thesystem.The author will expatiate the standard design process of geographicaldatabase,using the geographical database of CMIS as a example.It is very necessary to follow a software engineering method toimplement a GIS application. Being a kind of specific informationsystem,ordinary software engineering principles and methods can be used inGIS development, a object-oriented software engineering technology-IBMRational Unified Process(RUP) is suitable for GIS development.The authorwill discuss how to follow IBM Rational Unified process,Objesct-Orientedanalysis and design method to develop GIS applications using UML andRational Rose,Power Designer,Visio,etc.Also,it will be discussed that how toimplement the integration of GIS and MIS to reach the goal to accomplish asystem used to process graphical information and operation fow,based onthree layer frame grounded on C/S pattern.Traditional GIS data models have the limitation that they can not beused to nicetly depict the real nature.So,their capability of fully modeling thegeographical world,providing better decision-making assistance based onspatial data analysis,implementing full semantic relationship logic,is not good.Object-Oriented data model is based on classify,inheritance andencapsulation,accords with the characteristic of human recognize theworld,thus people can better modeling the world using it.Based on the actionof referring to many thesis and the development of CMIS,the authordiscussed the conception,the implementing and the advantage of it's using inapplication of Object-Oriented GIS data model.Lastly,the author analyzed the characteristic of CMIS,summarized thecontent of this paper, presented the further work can be done aboutCMIS.The using of CMIS is simple and practicle,it integrated MIS and GIStogether,not only can be used to manage spatial elements and resources,butalso daily operation flows.The design and implement based onObject-Oriented idea and RUP made the system haleless,easily to upgradeand extend. The designing and implementing methods used in propertymanagement information system provide a feasible technique for deeplyresearch and use of GIS, as well as the development of MIS, OA and DSS.Because of the restrict of time and condition, three-dimensional modeland analyze is not realized in CMIS,the quality and precision of electronicmap is not good,and the data model is a kind of entity-relationship model,notgood at modeling the reality of a region.So,these three aspects should betaken into account in the further work.
