It is very important that Operation Support System(OSS) has become an essential part of telecom enterprise, and NGOSS standard is a kind of OSS standard, which provided by TeleManagement Forum has already achieved approval in telecom field. As 3G license is to provide soon in China, and multitudinous new types of service and the quantity of products will appear in the 3G network. So it will produce the massive user's Usage Data Records inevitably. According to this, it is needed urgently that each user's Usage Data Records can be seamlessly transmitted among the billing-related systems (containing data source), and all kinds of record types also can be exchanged and transmitted smoothly. OSS/J Billing Mediation API based-on NGOSS standard, which is studied in this article, can let seamless transmission become true.Firstly, this paper introduces the current development of OSS, analyzes that Java (OSS/J) which adpoted the combination of NGOSS standard and the Java technology may solve current problem of OSS perfectly, proposes two ways of OSS construction, and points out interrelated eTOM business flows and SID Aggregate Business Entities achieved by Billing Mediation API.Secondly, this paper analyzes and illustrates the position of Billing Mediation API in billing-related systems, and concluds the principles of user Usage Data Records'seamless transmission implemented by Billing Mediation API. Through studying the requirement of Billing Mediation API, especially analyzes and studies five Uses-cases.Finally, by researching on OSS System Architecture according to OSS/J criterion. This paper points out two ways of EJB invoking, the interaction model and different representation of Managed Entity. Also, this paper analyzes some design patterns of Billing Mediation API. Further more, we presented the JVT and XVT interaction diagram and pseudocode illustrating of Locating a Producer Session, Creating Producer Entity, and Querying of Usage Records in a Producer Entitybased on the standard interface model of Billing Mediation API. At last, we implements portion of Uses-cases by using appropriate tools, and demonstrates the sectional pictures of the partial functions, which concluded the advantages of OSS systems accorded to the OSS/J Billing Mediation API.The system studied and realizied in this paper could be either embedded in the billing-related systems, or applied as an independent system. At present, there is rare demonstration on this filed in China, and this paper might provide the beneficial reference to the development process of the related systems.
