These years, with the development of Network Technology, broadband access became necessary to applications in home network, and it is the one that Carrier Company wants to push on. Currently, ADSL, xDSL, FTTB and Cable Modem still have some distance to people's requirement, since they can't offer enough performance and quality to Net-Meeting, VOD and VOIP. NGN (Next Generation Network) is open Network that could provide very new services, such as audio, video and data. NGN now becomes a hot topic in the worldwide.A strong and stable OSS, which not only ensures ease-of-use and reliable network for user, but also manageable and flexible infrastructure for carrier, is necessary to this new network infrastructure and will benefit both sides. NGOSS is a good support to NGN. Billing subsystem is the key of it. In this thesis, the NGN and NGOSS's architecture and requirement are analyzed first, and then the design and implementation of billing subsystem are described in detail as following,Researching on the NGN's characters, architecture, actuality and requirement, and analyzing the future of NGN;To support NGN, analyzing NGOSS's characters and actuality, and introducing the architecture of NGOSS and technologies used in NGOSS;With the research on NGOSS and eTOM model, and following the carrier company's requirement; a systematic analysis of HYOSS system is desired and dividing it into six subsystems.
