Currently, in order to realize administration and service of electronization, automatiz -ation and paperlessness in government, it is important to employ modern computer and network technology for information construction in our country. Internet changes with each passing day and improves the application technique in correlative field, which means it is possible to realize E-govemment.Extensive markup language provide an opening-standard for the satety and efficient electronic government. Because improving the weakness of the traditional data interchange, it brings the small-medium enterprise into the electronic government market. The XML-structured data can be separated from the business rule and the expression form, expediently for the data exchange and data process. So the XML is regarded as the standard of data exchange when it just appeared.The paper analyses the progress, actuality and characteristic of E-Government. Then it brings forward the technical construction based on the J2EE% XML and the schema as a whole by introducing the demand analyze of the most modules and the characteristics of the E-Government and J2EE.Presently,The J2EE is esteemed in the merchant market and in the development community. As one kind of tool,XML simplified the data exchange,Therefore it changes gradually has the attraction,And it started popularly among the software designers. Obviously, the thinking of access or integration of XML to solve the problem is also a good method in the J2EE, because it will be a combination of strong system architect and high flexible method of data management.This paper proposes an E-Government plate which using the combination of J2EE and XML to create an extended, security and can easily solve the problem of data exchange in the isomeric environment. The paper takes portal system for example, then analyzes the model building and design of it, and last introduces some key techniques base on data exchange of XML in the J2EE.The author aims to present a method of constructing the E-Government system based on the J2EE and XML.
