At present, many kinds of telephone phonetic recording devices are being used in various industries mainly including telephone phonetic recording devices of tape, telephone phonetic recording devices based on PC, telephone phonetic recording devices based on Flash chip etc.,but these telephone phonetic recording devices are with bulky size or short recording time. So the design of a reliable telephone phonetic recording device with large storage capability and small size is demonded.By using SOPC technologies, a phonetic recording device with large storage capability and small size is designed.According to the whole design, the peripheral circuits of FPGA are designed.A NiosII system which consists of NiosII softcore processor, voice codec,IDE interface and some other IP cores is built. The application program running on this NiosII system is designed with C++ language.Based on the analysis of 16Kbps ADPCM coding/decoding algorithm,a kind of simplified 16Kbps ADPCM coding/decoding algorithm is submitted and implemented with DSP Builder. In this recording device , phonetic data can be compressed and stored into IDE hard disk. The data stored in the hard disk can also be played back and called up remotely. This phonetic recording device improves the storage capability, reduces the volume and improves the liability by using 16Kbps ADPCM arithmetic as compaction algorithm ,NiosII system running on Stratix FPGA as main control device and IDE hard disk as storage device. So It will have a wide application possibility.
