This thesis discusses the application, the development and the research statusof the GPRS and the Image compression technology. With them design and carry out thewireless image and data transmitting system to anti-electric energy stolen. The systemdepends on GPRS transmitting the data of Power surveillance and digital imageinformation, getting the evidence of stolen Power, and accordingly achieving the aim ofanti-electric energy stolen. At the same time, the system provides a transparent path forautomatic meter reading to extend the application of the system.The thesis analyzes and reaches the network composition of GPRS and thecommon image compression standard;designs the whole case of the system and systemcommunication protocol. Chooses the appropriate GPRS module,extend series chip andsingle-chip microcomputer as the components, achieving some functions such as thewireless connection between the internet and single-chip microcomputer, the extensionof multi-series. Work out the program of the remote terminal module, accomplishingsome functions as follows: the shooting and transmitting image, the transmitting thePower surveillance data and the transparent transmitting automatic meter reading.Finally, develop the supervising center software with Microsoft Visual Basic 6.0 andActiveX technology, carrying out the centralized administration to the image data andmonitor data as well as transferring the data of automatic meter reading.
