With the development of information society, people wish to get various information conveniently and quickly in any place. Because of its intuitionistic, vivid and visual characteristic, video information play an important role in Human life and Information acquisition. More people pay attention to Video transmission that is a hotspot in Future communication domain. Compare with audio, video need more transmission band because of its more data, which will increase cost, even which make transmission impossible to be realized. Under premise of communication quality, it is a key question to compress the video information data quantity, then compress transmission band.In the current image coding system, the image coding algorithms are very complex, and it is impossible to implement the real time coding using the software, so this kind of system are usually implemented by hardware. The TMSDM642 of TI Company has been used in many image compression systems for its good processing capacity and the high integration.There are many common points in inter frame of MPEG system. Firstly, the thesis takes an overview of the specialties and new technologies of MPEG-2. Secondly, the key encoding algorithms in MPEG -2, including DCT, quantization, run-length encoding and Huffman coding, are presented, and then the algorithms which consume too much time are improved. Thirdly, the Loeffler algorithm is improved;In quantization part, a new matrix avoiding division operation is constructed. Moreover, Finally, the software system is been transplanted into TMSDM642 DSP chip, and the encoder is simulated in CCS.
