More and more attention has being drawn to the area of Mobile Office, for which extensive applications have been accomplished in the E-government. The thesis presents the high level design for a mobile official portal, which consists of the mobile portal development platform, the mobile client and the runtime environment of mobile portal. In the thesis, emphasis is given to the runtime environment of mobile portal and its key technological schemes.As data synchronization caused by offline/online switch is a difficult issue among the topics involved, a data synchronization scheme based on synchronization agent is introduced and a prototype system implemented.Total but speech, runtime environment of mobile portal compare goodly carried out the service that transact the mobile client terminal and servers' carry, satisfy modern Mobile Office of new mode.
