With the rapid development of civil aviation and the unceasing progress of information technology, the Aeronautical Information Service, as an important link of guarantee flight safety succession, is on the increase. Current Aeronautical Information Processing system can't meet the needs of flight safety guaranteeing. So a safe, reliable, economical system with high efficiency and suitable for Chinese Information Service is in urgent need.Firstly the thesis expounds the aim and significance of the research topic, coming with the present development condition of Aeronautical Information Service, and the basic condition of ATM network, it conducts a thorough discussion of the urgency and necessity of Aeronautical dynamic information system. It also defines the importance and the difficulty that the system will solve through the demanding analysis of the entire aeronautical information business of CAAC. Then the thesis discusses the establishment of aeronautical information business database and the basic function that the system software must carry out By expounding the basic structure of the comprehensive information network which the system network will carry out, it sets forth the system software structure, the setup of network top structure and the way of data communicating, system safety tactics including its solving plan. It combines theory research with the practical operations of information business and set up an information system that can meet the needs of Aeronautical Information Service. Finally it analyzes the economical feasibility of the system application and comprehensive benefits, it also show us that system setup will be a creative reform of Aeronautical Information Service.
