Modern air traffic control system is highly dependent on information technology fields, orderly, effective and timely sharing of data transmission and air traffic control system to achieve efficient and safe operation of the foundation. At present, the field of air traffic control operations, air traffic control equipment they use to establish independent units, single configuration approach, a wide range of different formats, and independent control to use more nodes can not be effectively integrated distribution. And our country is no specific information on Air Traffic Management, transport equipment, similar equipment are used instead of general, there are some problems and deficiencies, such as equipment standard heterogeneous, incompatible, poor integration and sharing of the transmission link is not a seamless handoff , there is no means of routing emergency detour. The fundamental task of the ATC is coming from the aircraft from take-off to manage the whole process, to prevent aircraft collision, maintenance of air traffic order to improve airspace utilization. Integrated air traffic control data access and sharing will effectively enhance the air traffic control and regional coordination efficiency, to ensure flight safety.
