The information industry is the most important industry of human society in the new century, and the digital TV is exactly one of the three significant fields of it. In order to promote the fast development of the information industry, countries all over the world, especially the developed country adjust the national industrial policy one after another, and take many effective efforts to build the good development environment. Our country plan to realize the digital broadcast and television in an all-round way in 2010, and stop the broadcasting of present simulation broadcast and television in about 2015, The resolution of digitalization in an all-round way is very clearly. In order to accelerate the popularization and development of the digital TV, the most important research no more than the development of relevant equipments. As the most important device of the front platform, remultiplexer plays an essential role in the whole digital TV system. In order to prepare the theoretical foundation thoroughly for the further discussion, the overview of the development trend of domestic and international digital TV,MPEG-2 standard and grammar structure are introduced in this paper at first. And then, a new design of transport stream remultiplexer which based on a kind of DSP+FPGA system is proposed. The design method of digital system and Verilog HDL are used to introduce the mentality of design of some important sub-module. Finally, the realization of PCR regulation,PID refresh,AV data and SI information's collection are explained in detail. The most marked characteristic of this designing is the using of an large-scale FPGA(600,000 logic cells) which has a build-in FIFO. It simplifies the peripheral circuit and improves system's efficiency furthest. According to the result of synthesizing and simulation finally, every index has reached and even exceeded what we estimated before , the design is proved to be feasible and high-efficient.
