With the rapid development of Internet/Intranet, the way of designing and developing information system of enterprises has changed a lot. The traditional way of MIS (Management Information System) development, which is based on the Client/Server (C/S) architecture, has been replaced gradually by the development of MIS that based on the Browse/Server (B/S) architecture. Although B/S architecture has been widely used now, the C/S architecture has much more advantages than the B/S architecture in some special applications. With a case of designing and developing a small MIS, which is developed for the utilization of information on our company, we compared the two architectures in this paper. In the designment of this system, with the results of comparing above two architectures and their context of applying, we divided the whole system into five architecture-independent subsystems: an e-commerce subsystem with B/S architecture, a storage management subsystem with B/S architecture, a workflow-observing subsystem with C/S architecture, a sales and services controlling subsystem with B/S architecture, and an employee-training subsystem with B/S architecture. And in the part of development with the B/S architecture, it discusses how to get a satisfying performance with a low cost. We bring forward some approaches of performance enhancement in the aspects of hardware configuration and software design and software coding, and then we validate them through some data from the experiments and tests. The server's configuration contains the following: Server (PC), OS (Microsoft Windows Server 2003), Database (Microsoft SQL Server 2000) and Web Server (Internet Information Server 6). The subsystems based on B/S architecture are mainly developed with the ASP (Active Server Pages) and COM (Component Object Model) technology, and the other subsystems based on C/S architecture are mainly developed with VB & VC.
