A Study Of The Army Information Service System And Its Innovation

The study of the army information service system and its innovation, being a fundamental part of the research on the strategy of army informatization construction, is of theoretical value and practical significance in the respect of tapping out information resources, realizing barrier-free communication, pushing on technological renovation, assisting military research, training a modernized army and creating high quality and inter-disciplinary talents.Approaching from the structure of the information service system of armed forces and starting from the specialties of army information service, this paper discusses in depth the basic connotation of the information service system of armed forces. From the perspectives of theory and practice it sorts out and sums up the status quo of development of the information service system of armed forces and problems that demand prompt solution, analyzes the conditions and possible space for the development and innovation of the army information service system, and puts forward organizational measures for the innovation of army information service. The author holds that the information literacy of army reader, which is also combat power, needs to be cultivated and raised constantly by integrating and innovating information service methods and ways. Therefore, the application of new concept on information service and management ideas is an important condition and basis for constructing and improving an army-reader-oriented comprehensive information service platform.Focused on the key elements that constitute an army information service system and the mechanism of innovation, the paper conducts an overall discussion on issues related to the construction of army information service system. The whole paper falls into four parts.The first part is theoretical summary on the information service system of armed forces. By investigating and analyzing documents on the topic at home and abroad, it discusses hot topics related to the theoretical research on army information service system and the latest development, and sums up the trend of development in the research on the subject. The author holds that there are already quite a lot of research results on information service systems, but most of them are about public library, academic library, science information institute and commercial information institutes, like professional information consultation company, information agency, and digital publishing company etc., while research on the overall construction of information service system and organizational tactics which aims at the features and needs of armed forces is on the initial stage, and there is no much research results.The second part is on the status quo of the information service system of the army. The author makes a systematic analysis respectively from the perspectives of "the structure of army readers and their information needs", "the structure and method of information service in the army", "army readers' education" and "the organization and management of information service of armed forces". In addition, it makes supplementary analysis by using cases of investigation on the information service system in the grass-root army units stationed in Fujian. The author holds (1) the structure of army readers is an organizational system with internal relationship and development, and the information needs of army readers has the feature of similarity and changeability; (2) the present structure of information service in the army is imbalanced, which should not be allowed to be ignored; (3) in regard of the educationof army readers there exit universal problems like "short of teachers, not enough lessons arranged, fragmentary and jumbled contented and old-.fashioned and simple means"; (4) There are still quite a few shortcomings in spite of our substantial progress in the organization and management of army information service; (5) the information service system of the armed forces stationed in Fujian is on the construction stage and demands prompt standardization and guidance.The third part studies problems existing in the army information service system. From the angle of "discovering problems", the author makes a detailed analysis of three major disparities in our army's information service system: the difference between the concept on the goal and the behavior of the army information service; the difference between the army readers' need for information and their information literacy; and the difference between the methods and quality of army information service. It is set forth that (1) the difference between the objective and the action mainly reflects in disparity of ideology, unstable service team, faint service consciousness and concept, sever departmental selfishness, and short of macro-service concept; (2) the difference between army readers' need for information and their information literacy mainly reflects in faint information consciousness, poor information ability, narrow information knowledge; (3) the difference between the methods and quality of army information service mainly reflects in old-fashioned service methods, poor service effects, unified service mode at the beginning stage, various service standards, and the quality of the service team having to be improved.The fourth part studies the innovation of army information service system. Proceeding from the angle of "problems solving and theoretical innovation" the author analyzes a typical case — the construction and innovation of the army-wide information service system by the National Defense University Library, discusses the relations between the construction of army information service system and the informatization of armed forces, and puts forward concrete tactics and ways for constructing and perfecting the army information service system. It is pointed out that (1) to dig up the potentials for information need in army readers and to expand the space for information need is the founding stone for the innovation of army information service system; (2) to construct an interactive and open army information service mechanism is the condition for the innovation of army information service system; (3) the integration and innovation of army information service means is the dynamic for the innovation of army information service system; (4) the popularization and deepening of reader education in the army is the innovative foundation of the army information service system; (5) to improve and expand constantly army information service management is the guarantee for the innovation of army information service system. Concrete objectives of construction: set up scientific system with the concept of service; build up monitoring system with standardized information organization; build up three level's organizational system of army information service; create an open and harmony environment for the service organization; and create a highly efficient and consummate army information service system. The key to the innovation of army information service system lies in raising the information literacy of army readers.After systematic study in depth, the author holds that the army information service system should be an optimal integration of the four aspects: "readers' structure and demand, structure and method of information service, readers' education, organization and management of information service". It aims at improving the quality of the informationconstruction of the whole army, fitting to the needs for sustainable development of arm> information service and raising the information literacy of officers and men of the whole arm, so as to achieve the final goal of realizing an overall integration of information resources among military systems, regions and combat branches and an integrated service combining library and information science. There is internal relationship between the army information service system and the construction of army informatization. Army information service system plays a special and irreplaceable function in raising the army's information capacity, acquire and sustain information superiority.(8 tables)...
