With the increasing development of the construction of the army forces, the more frequently foreign exchanges and the increasing demand of using car, there are the unknown vehicle condition, the poorly personnel management, the smoothly mastering the application process, the unscientific route planning, no early warning mechanism and other problems in the current vehicle management process, which seriously affect the military vehicle management efficiency.In view of the above situations, this paper designs and implements a set of military vehicle management system based on GIS, which used geographic information system as a platform and combined with other vehicle management technology so that it improved the level of vehicle management unit. It equipped with a health card for vehicles, which automatically recorded the fuel consumption of the vehicle, mileage of the vehicle running, usage time and other information and was read and processed by the system to remind users of vehicle maintenance timely according to the actual situation so that it ensured the safety of vehicle. The individual drivers driving record which recorded the mileage and the accident construction of the car was established based on record. The application and approval process of using car was structured and the approval and recovery of vehicle sheets was achieved based on network, and giving the contact way, which effectively improved the efficiency in the use of vehicles. The path planning of vehicle that also was sent to the vehicle navigation device improving the dynamic optimal path planning based on A* algorithm and according to the actual situation combining with the vehicle’s position to adjust the path planning information timely so as to improve vehicle efficiency to the maximum extent was achieved based on geographic information system. The theory and technology involved in the system development process was discussed in this paper. In the implementation stage, firstly, starting with the participants of the system, this paper carries on the demand analysis from two aspects of function and performance, and then discusses the overall architecture of the system from multiple perspectives, and finally achieves the main function of the system by using the programming language. The main innovation points of this paper is based on the GIS platform modifying the A* path search algorithm and considering the influence factors of various aspects which made the vehicle route planning morescientific and reasonable.The military vehicle management system based on GIS utilize the intuition of the geographic information system, combining with positioning function of GPS system and the data management ability of management information system, which effectively reduces the vehicle transportation costs, improves management efficiency,and has the better practical value. Meanwhile, the path planning project based on improved A* algorithm take full account of the actual situation of vehicle transportation and has certain value of theoretical research.
