Through the survey of oilfield enterprises:the talent plays a more and more important role in the enterprise, but how to evaluate the talent comprehensively and objectively becomes a difficult for the managers. At present, oilfield enterprises of the talents evaluation mainly exist the following questions:1,The main evaluation method is qualitative;2,Evaluation gives priority to the subjective impression of my superiors and colleagues; 3,Evaluation lacks the content of character,quality and technical ability. In order to solve the above problems, put forward this topic research.The article main discussed establishing a set of more scientific and perfect evaluation system. First, this article has conducted the research to the talent evaluation rationale. It carried on the elaboration to the talent evaluation principle and the category, and analyzed the domestic and foreign talent evaluation development and the present situation. Second, on the basis of analyzing the talent appraisal, the article pointed out the questions existed in the evaluation of scientists and technicians talent; Then in view of the questions existed, uniting scientists and technicians' post establishment request, constructed new scientists and technicians talent evaluation system; Finally, it pointed out the questions should be pay attention to in this evaluation system implementation.On the basis of the evaluation system in ShengLi oilfield, this article establishes evaluation model of ShengLi oilfield. The model includes 4 parts: inputs,outputs,evaluation matrixs and solution methods. Inputs are the evaluation indexes of the evaluation system, outputs are the overall merit of the talents, the evaluation matrixs are established by analytic hierarchy process, and the solution methods are: rough set,analytic hierarchy process and grey correlation analysis. In order to reduce the non-quantification and fuzziness indexes and the evaluation content to the index system influence, the research use rough set method and analytic hierarchy process established the systemic evaluation method and the step, established the scientists and technicians systemic evaluation method. The rough set evaluation method to carry on the quantification to the non-linear evaluation domain comprehensive, thus obtains the weight of index may compared, Qualitative indicators are transformed as the quantitative presentation in terms of given index ,the influence falls not definite and fuzziness indexes to the evaluation to is lowest. Further has guaranteed the evaluation scientific nature, hermeticness, the accuracy and the com-measurability. We can sort objects by the application of grey correlation analysis.Evaluation application system of scientists and technicians of ShengLi oilfield is developed on the basis of the evaluation system and the evaluation model.This article discusses the demand analysis,the system design,database design and the system implementation of the evaluation application system in detail.By virtue of practical application and promotion of the evaluation application system,ShengLi oilfield establishes huge database of scientists and technicians which provide supplementary role to decision-making of leaders at all levels of ShengLi oilfield.So the evaluation system and the evaluation model of scientists and technicians in this paper is simple and feasible,and it has higher application value in the practice field.
