Scientific project management is a complicated system project. Effectively manage scientific project is a significant factor to promote the scientific career to step farward. Ever since the information technoloqy been brought into the scientific project management, it had played a vital role, and earned various scientific management departments'attention, and many scientific project management system were developed since then. Most of the current scientific project management systems'data schema is rigid and foucus on implementing computerized management. With the amount of scientific projects'application increases annually, the scientific realms continuously intersect with each other, the contuning innnovation of scientific management mechamism and management method, the requirement of implementing flexible not rigid scientific project management system, the transition from computerized management to computerized decision, the effect and level of scientific project management are improved.Based on analyzing the specific requirements of scientific project management, this thesis brought flexible achitechture and auxiliary decision support theory, designed and implemeted a scientific project management system. The flexibility mainly contains two parts: the flexibility of management flow and the flexibility of data. The flexibility of management flow means the system not only support changes in management flow, but also support using different life cycle to manage different scientific plan projects. The flexibility of data means the system support changes in various project-related document and document type's addition and deletion. Computerized decision means system should provide managers some auxiliary supportive information, mainly in approve and initiate a project and making plan. Scientific projects'large amount of data stored in their various related documents, the system should be able to effetively conduct query, statistics and analysis among the data in these documents.The system in this thesis is a web application based on lightweight JEE architecture, combing multiple technogical frameworks. The system designed structure template and representation template in dealing with project decument's flexibility, and implemented its storage and query statistics by combing relational database and full text indexing technology, therefore provided support for macro decision. The system defined a life cycle based project management way, utilized VSM to compare project documents'similarity, and therefore gave support for establishing project. This thesis expounded the system's requirements and technology selection and archetechure, and then narrated the designing and implementation of the entire development process of the system. The system intrudoced in this thesis has already finished developing and put in tryout, and gained acknowledgement from related management personnel, and provided a feasible example for hereafter scientific project management systems'development.
