In order to improve the level of scientific research and quality of teaching, universities often orgnize and set up various types of scientific researches and teaching projects, such as special subject research, innovation projects. Review of these university’s projects inevitably has become a very important work in the daily teaching management of colleges and universities. However, through the investigation to the mode of management and the flow of work in the current project evaluation in Colleges and universities it is found that it is mostly carried in traditional way. There are many shortcomings and deficiencies, such as too many intermediate links, heavy workload, low efficiency, serious waste of resources, mutual interference among experts. Because the current projects has become more and more overlap, the number of experts is bigger and bigger, the information updates so soon, accurate distribution of evaluation experts for projects in artificial way become the biggest problem. In order to improve the efficiency of project evaluation and solve the traditional problems existing in the project evaluation, this paper will design and develop a university project evaluation system.Although the traditional technology of conditional search can realize the selection of evaluation experts to a certain extent, its working mode is too inflexible to meet the need of automatically and accuratly matching experts. The development and application of the personalized recommendation technology has brought new ideas to solve this problem. Personalized recommendation technology can provide users with automatic recommendation to the demand of information, and it has been used in the recommendation of news, movies and other fields, while in the domain of project evaluation, few experts recommend research and the use of the system exsists. In the background of content-based recommendation, this paper firstly analyses the information of project and expert by level, then uses different methods to process different levels of information, establishes their own characteristic model, use cosine similarity algorithm to get the matching degree between the project and the expert. In order to ensure the recommended experts with a high level of scientific research, this paper analyses and studies the expert evaluation method, proposes to establish a scoring model of the academic level of scientific experts to quantize the experts. This paper applies two aspects of the content-based recommendation and expert scientific evaluation for an expert recommendation model for project evaluation into the design of the project evaluation system.This paper makes a detailed requirement analysis and system design for the university project evaluation system, according to the software engineering theory.Then uses SSH integration framework of the current mainstream development, and launchs comprehensive and detailed functional test after the completion. Tests show that the system has a good application prospect, and meet the system need of scalability and maintainability very well.
