In recent years as a new kind of TV program, the public TV program was used more and more. The kind of TV program can inspire the conception of social service and looking after others, it had a very positive function for promoting the moral level of social .It is a reflection of social progress that public ideas was used in TV, But compare with developed countries, the public TV program had started later and had no mature theory and systematic mechanism. So we study the development and status countermeasures of public TV program, and hope to provide Theoretical support for it.Through to study public domain and public media ,The author think that the narrow definition of public TV programs is a television product what seek the social public benefits, what pay attention to disadvantaged people ,what pay attention to significant social problems ,what have more forms. Public TV programs is a important content of public domain and a important form of public communication ,it can promote media development and social harmony.Public TV programs have three forms: story interview, entertainment charity, Large-scale activities. We think that there has four side to develop public TV programs: the media own requirements, audience needs, Market needs, the wide application of new media technology. Although public TV programs have some problems, such as topics and ways are too onefold, fall into the "gushy" form, appear "extensive entertainment"tendency. By study the reason ,we find five development countermeasures: strengthen media and awake the interactive consciousness of the public participation and mobilize social forces to involve in public; strengthen the social responsibility of media and improve the charitable purpose of public TV programs; strengthen the own public consciousness of media and seek new cooperation way around media and enterprises; accommodate the market demand and make harmony around with social benefit and economic benefit; unite the public and entertainment and increase visibility and influence of public TV programs.
