In recent years, technologies of computer, multimedia and network have developed quickly. The digital information has been a trend of society. In medical domain, medical technology develops more and more fast. And the medical policies have been provided because people focus on their health highly. Now more and more hospitals have gradually completed the digitization of medical images. At present the domestic medical equipments are advanced, and it's possible to realize HIS and PACS completely because the digital development of image devices is in a high level. But the cost is so high that most hospitals can't take on it .Accordingly, that's necessary to establish a platform which can analyze, manage medical images and help doctors work effectively.Firstly, aimed at medical images this thesis analyzes lots of key technologies about how to establish a PACS system. These technologies contain how to display and disposal medical images, how to acquire medical images, how to transmit medical images and how to retrieve medial images and so on. Then, it builds a medical image system based on IHE which can meet the demands of hospitals. With this platform we can receive and store the images that comes from image devices and other workstations; we also can transmit images to other computers and display, disposal these images such as change their window center and window level. Besides there are two management parts in this system, and they're user information and operation information. The difference between our system and others is that it not only can work as an eternal workstation also can work as a front workstation of PACS. As the eternal workstation it can improve doctor's efficiency. As the front workstation it can store short-term images to supply images for workstations, so that it can release the press of image storage server.The development platform this system based on is Visual studio 2005.The toolkit it chose is DCMTK (DICOM TOOL KIT). The database it accepted is SQL2000 and the test tool we used is DVT (DICOM VALIDATION TEST). The test result shows that this system can realize the transition, storage, query and display of medical images. And it makes doctors diagnose quickly and efficiently. It has certain value in the practical life.
