With the development of medical informationization, the medical standard of living ofthe people has been greatly improved. Especially with the generation of PACS (PictureArchiving and Communication System) and telemedicine technology, people’s livingstandards improved more. In China, telemedicine technology is only beginning to develop inrecent years, which, however, already attracted more and more attention of the peopledevoting themselves to the research.This article is based on DICOM (Digital Imaging and Communication of Medicine)standard, focuses on how to design and implement DICOM Viewer and communicationservices program. These efforts provide basic support for remote diagnostics, telemedicinetwo-way referral and other medical activities. DICOM standard is proposed, in order to solvethe problem of the existing medical device not communicating with each other. WhileDICOM standard publication greatly contributed to the rapid development of medicalequipment and image management system.In this thesis the first focus is on the DICOM standard protocol of image displayprocessing and communication. This paper also detailedly describes DICOM application layerand DICOM upper layer, and gives an example to specifically explain the DICOM internalcommunication mechanism. Second, we proposed a method for measuring the area of medicalimages, which is less restricted, able to handle the image that has an arbitrary amount ofinternal holes at any position, and relatively easy to implement. In addition, the method ismore simple and flexible than the calculation method of the image area based on the Freemanchain code. Finally, DICOM Viewer and communication services program based on the opensource library are implemented and specific program’s effect shots are presented. The browsernot only has the usual examine function, but also has easy-to-measurement functions,especially irregular area measurement. The services program also has the ability ofcommunication and archiving. The programs implemented with user-friendly interface are stable, and support for cross-platform operation. These has a wider range of application thancurrent common implementation based on VC++.
