Research management in universities involves in complex and flexible workflow participants. Based on research management business background and characteristics, it is proposed that realize Research Management Information System with some technologies, including object-oriented programming, ASP.NET data performance technology, ADO.NET data access technology and workflow technology. The workflow technology is the key technical foundation which is to adapt to different universities for different business needs change. PERT Model in graph theory is to describe a time-based relationship with the work before and after the process. In general, PERT Model is used for project management, but by enabling weighted nodes to PERT, the Model can be extended to the general workflow Modeling. On this basis, the workflow engine Model with threshold PERT chart is applied in approval flow management scenario of research.After exploring technical basis for the system, this paper analyzes the research management business requirements, refining business processes and system functionalities. With the results of the analysis on demand, it gives modular design, architecture design, frame pattern design, the system workflow design about management of the research process using PERT workflow Model with a threshold for system process Modeling. By the adapter pattern applying for the workflow engine architecture design, system implementation has the basis for library components. Finally, the database, and workflow settings modules are implemented. Through the system, you can see Research Management Information System based on the workflow technology development has more flexibility, in the case of requirement changing without modifying or upgrading the system, only by adjusting the parameters of the workflow setting modules to meet new business requirements.
