Learning is the eternal theme of lifelong learning, lifelong learning and learningsociety in the era of rapid information technology development with rapid growth ofinformation and knowledge, Shortening Cycles of knowledge update and frequencyto speed up innovation, as well as new and higher requirements for students. Thelow efficiency of traditional learning can not adapt to the needs of society andpersonal survival and development form view of social development and the currentlearning status of middle school students. Therefore, this paper studies the problemthat we need to enable students to improve learning efficiency, enhance the learningeffects in order to bring about Efficient Learning.Efficient Learning is which exert student learning individual initiative, get moreand more perfect knowledge in unit time with relaxed and happy, is he learningprocess in line with the knowledge inherent to achieve capacity-building and topromote good learning process by applying scientific learning strategies, methods andtechniques, based on learning rules and laws of mental development, under theguidance of scientific learning theory, ultimately improve individual overall quality.This Research comber and elaborate related concepts and psychologicalmechanisms influencing factors in accordance with psychological Mechanism ofEfficient Learning in Information Technology Environment based on consideration ofthe status quo of low learning efficiency of the students. It analysis, design andimplement physics teaching process of efficient learning in information technologyenvironment for teaching status and characteristics of Eighth-grade physicscurriculum for junior high schoolroom the design of classroom teaching,based on thepsychological mechanisms elements affecting of effective learning for the continuousimprovement of instructional design, and promote the formation of student EfficientLearning through influence on students of specific teaching. Finally,it certificates thatthe design of physics learning process of efficient teaching is efficacious and improvestudent learning outcomes in Information Technology Environment based on themechanisms affecting elements of effective learning by designing questionnaire whichtest results of students using evaluation of efficient learning.This paper Research evaluation system of efficient learning in Information Technology Environment, advance evaluation principles of efficient learning inInformation Technology Environment, construct efficient learning indicators inInformation Technology Environment, support effectively developing of teachingevaluation of Efficient Learning, with a view to provide reference implementation forevaluation of Efficient Learning.This paper completes and complements previous studies and is a useful attemptto deepen Education reform which provides design research and evaluation ofefficient learning in Information Technology Environment.
