Through researching on the theories and methods of the risk, risk management and lightning risk management, lightning risk assessment standards, assessment and evaluation of model parameters were analyzed. The importance of improvement of disaster risk management lightning was pointed out and assessment system was summed up which was based on the IEC assessment standards.Lightning disaster risk management belongs to business area. The work of lightning risk management would bring convenience by quantification of assessment parameters for the estimator, which contributes to the promotion of lightning disaster risk management. A large number of calculation of the parameters were involved in Lightning disaster risk assessment, so it would be a complicated work by the manual calculation, which would be error-prone. As a result, the calculation of the assessment would not be persuasive. Therefore, risk assessment software which can be powerful, practical and easier to operate is required. In this paper, lightning disaster risk management system software was developed, which based on the theory IEC62305 and the actual case of lightning disaster risk assessment. It used Java language, which applied Eclipse RCP technology. Lightning assessment can be achieved on the buildings and facilities and the corresponding risk analysis can be given, following the purpose of promoting the lightning assessment and bringing the convenience to estimators. The software joined the lightning database module and established a lightning database, which included all provinces of China and realized automatic storage and inquiry of lightning data. In addition, the contour the lightning intensity and density can be drawn through the combination of the secondary development ArcGis. The parameters of management module can make the software more practical, and evaluators can manage the parameters as needed. In order to verify the usefulness of the software, a test of Oil Extraction Plant of Shengli Oilfield was conducted. It further illustrates that the software is highly feasible and effective by Comparison with other calculations.
