As the level of socio-economic development, there are more and more high-risebuildings, and the lightning hazard is more and more serious. Taking out the lightningdisaster risk assessment, is an important means to prevent and reduce the loss oflightning disaster, but the risk management need relay on some scientific method andsystem. In recent years, there are more and more attentions that are focused on lightningdisaster risk assessment, and the lightning hazard assessment method and system wereused in wide application areas. In past, lightning disaster risk assessment relied on thetedious hand calculations, that method is complicated time-consuming and inefficient.Complex or significant lightning disaster risk decision-making task involves more andmore widely, so lightning disaster risk assessment required to solve the efficientproblem is more and more urgent. The development of computer technology, networktechnology and information technology, as well as the depth practice of lightningdisaster risk assessment, provide the theoretical basis and practical needs for theresearch and development of lightning disaster risk assessment software systems, andmake the development and application of the lightning risk assessment managementsystem becoming more urgent and credible. Lightning risk assessment system helps userto handle lightning disaster risk assessment work rapidly and efficiently. The system’sresearch, designing and developing have great practical significance and far-reachinghistorical significance of the socio-economic development and people’s life andproperty safety.This thesis analyzed the background and purpose of the lightning risk assessmentof the management of the related project, conducted the research and analysis ofbusiness requirements and software functionality needing for lightning risk assessment.Then, system framework, functional modules and interface of the lightning riskassessment management system were given. The source code implement of the corefunctions of this system was analyzed. Finally, the realization result of the system andhow about the using of the system was discussed. The system with five core functionalmodules is in accordance with the standardization of the assessment process and the networked office requirements. The application of this system, could improve thelightning protection level of services, low the lightning disaster risk and scope, andexpand service areas. The main content and the results of the thesis are as follows:(1) Uses a lightning database resource to build risk assessment database. Thesystem integrates lightning database resources, establishes ground lightning locationdata, lightning disaster data, and real-time updates assessment project and monomerdatabase through data sharing. It makes assess business more convenient.(2) The client endpoint system developed with Delphi language, geographicinformation system middleware, superimposed graphical interaction, geographicinformation database management, OLE internal, data processing and other technicalmeans, to achieve a variety of data in GIS superimposed display function. So the systemachieves the best user experience.(3) Report could be automatically generated with this system. Assessment reportcan be produced according to the selected assessment methods. Also, the system haspre-assessment, party assessment and the status assessment, all the result could be givenin one comprehensive lightning disaster risk assessment report. It also coulddynamically detect of a variety of professional lightning risk assessment model in thebackground, then generate functional the lightning disaster risk assessment report. Thereport could be generated with different pattern by the assessment template.The software system of this thesis has been applied in practice; the results showthat it works well. The lightning disaster risk assessment methods are realized in thisone system, all assessment process is executed step by step. This system has greatlyreduced the workload of evaluators, improved the accuracy of assessment calculations,and improved work efficiency. The successful development of the system andpromotion in the future is good to the lightning disaster risk assessment work.
