In order to make full use of information technology within the university campus infrastructure, a scheme on achieving a large-scale opening online classroom instruction with the application of live broadcasting and broadcasting on demand of streaming media based on the campus network platform is discussed in this paper. It aims at constructing of a web-based streaming media instructional applications system which is designed by applying software in the form of recording and broadcasting because of its strong flexibility and scalability. It is fulfilled by using the powerful Helix Server which provides streaming media services, the Screen Recorder software to record computer screen for visual information, and the application of the SMIL to realize both the camera and the screen recording synchronized streaming media.This paper studies precisely on how to construct an instructional application system based on network and streaming media. The designed system is composed of four parts, which are: the streaming media server system, the source of streaming media, the distance administrative center and user terminals for learning online. In processing of the sources of streaming media, it is achieved by capturing audio and video instruction in class making use of the stream media coder; saving and broadcasting information by the streaming media server system; watching the live webcast video for the students as the campus network terminal users; managing the operation of the entire system, providing technical support and related services as the backstage managers. Design of the application of streaming media network provides work sites for the system interface. The key of constructing the website lies in using the formidable function of Helix server and solving the synchronized problems in live broadcasting and broadcasting on demand of streaming media about screen and camera. It is studied in detail in this paper on how to deal with the problems in video and audio synchronization and propose specific measures for the design and implement of the synchronous live classroom and on-demand page template, which will be devoted to the fulfillment of synchronization for the computer screen audio and instruction video by applying the SMIL technology.
